You can always use the plastic cut from the side of a plastic milk carton or laundry detergent bottle as long as whatever you're stenciling onto is perfectly flat. Cut the design from the piece of plastic and spray the back of the plastic with a light adhesive to hold it on the shirt. They can be re-used indefinitely.

You need mylar sheets. If I have to buy retail, I sometimes will find the name of the manufacturer on the label, and contact them directly for wholesale pricing. http://www.hennydonovanmotif.co.uk/stencil_cutting_equipment.htm .
I used to use acetate sheets, cut with a 'hot knife'. You can get all different grades (thicknesses) - i used to get mine from an office stationers
In the quilt section at Joann's I have found special template plastic. I use a HotMarks tool to cut out the stencil I have drawn on with pencil. I should mention I haven't used mine on t-shirts, but I have used them on quilting fabric.
